Another Decoupled Debit Program is Introduced

B2B Payments' Can Fintech Finally Connect Business Payments to the Digital Wave? - PaymentsJournal

Decoupled debit has emerged as an alternative payment model that allows merchants to reduce payment processing costs while strengthening customer loyalty. Unlike traditional debit cards that rely on major card networks, decoupled debit programs connect directly to consumers’ checking accounts through the ACH network. This approach enables merchants to lower transaction expenses, offer targeted rewards and discounts, and create more direct relationships with their customers. As businesses continue searching for ways to improve margins and enhance customer engagement, merchant-issued payment solutions are becoming an increasingly attractive option.

Fuel retailers have been among the earliest adopters of decoupled debit because of their high transaction frequency, thin profit margins, and established customer loyalty programs. By combining mobile payment capabilities with ACH-based transactions, merchants can streamline the payment experience while reducing fraud and accelerating settlement. As mobile commerce platforms continue to mature, decoupled debit solutions have the potential to expand well beyond fuel stations into other industries characterized by frequent, recurring consumer purchases.

While covering the debit card market for Mercator Advisory Group, I am always on the lookout for new products that can encroach on debit’s territory and may, someday, represent a threat.  For several months I have been discussing the rise of decoupled debit.  Decoupled debit is the mobile or card based payment option that is merchant issued.  Decoupled debit can be used only at that merchant’s locations and uses ACH, not the card networks, to deduct the value of purchases from consumers’ checking accounts. What the merchant saves in processing fees and gains in customer loyalty is passed back to users in the form of purchase discounts.  A press release highlighted on Payments Week announced yet another decoupled debit program:

P97 Networks and Buy It Mobility Networks(BIM) announced they have struck a deal with customer Phillips 66 (NYSE: PSX) to provide ACH based payment and consumer engagement services at Phillips 66®, Conoco® and 76® branded locations. The program will rely on BIM’s advanced technology to expand the capabilities of P97 Networks’ PetroZone® Mobile Commerce Platform and provide Phillips 66®, Conoco®and 76® branded consumers with a fast, easy and secure way to link their checking account to Phillips 66’s mobile payment offering.

Phillips 66’s mobile branded debit program will now operate via BIM’s white-label ACH platform, enabling faster consumer enrollment, increased consumer loyalty and engagement, consumer authentication and risk mitigation to dramatically reduce fraud, and guaranteed transactions that settle the next day to Phillips 66.

Gas stations and associated convenience stores have been the hot-spot for decoupled programs, but any retailer that attracts frequent, recurring purchases like QSRs and grocery, are targets as well.

Decoupled debit continues to represent an important evolution in merchant payments by offering businesses greater control over customer relationships and payment costs. While traditional debit cards remain deeply entrenched, merchant-issued payment programs provide compelling incentives through lower processing expenses, personalized rewards, and stronger customer engagement. For merchants with frequent customer interactions, these benefits can create a meaningful competitive advantage.

As digital wallets, mobile applications, and ACH-based payment technologies continue to evolve, decoupled debit is likely to find opportunities in additional retail segments beyond fuel and convenience stores. Although widespread adoption will depend on consumer acceptance and ease of enrollment, merchant-controlled payment solutions remain an important area to watch as retailers seek new ways to reduce costs and build long-term customer loyalty.
