The Power of Next-Generation Overdraft Programs

Overdraft fee policies are becoming an increasingly important part of the retail banking relationship as financial institutions look for ways to give customers greater control over how transactions are handled. Rather than automatically approving or declining transactions that exceed an available balance, banks are exploring approaches that allow consumers to make the decision themselves.

Bank of America plans to test a system that would give customers a real-time choice between paying an overdraft fee to complete a debit card transaction or having the transaction declined. The approach could provide greater transparency at the point of sale while allowing customers to determine whether completing a particular purchase is worth the additional cost.

Bank of America’s retail segments executive Laurie Readhead spoke at the RBC Capital Markets conference last week. According to Finextra, Ms. Readhead told the assembled financial industry executives and analysts that the bank would test offering the customer the choice in real time to accept an overdraft fee versus having a too-large debit card transaction rejected.Bank of America joins the growing number of banks to offer this feature to customers.

“We think this is a much better approach, to let the customer choose,” Readhead is quoted as saying.

She also confirmed that the bank’s already announced plans to close approximately 10 percent of its branches nationwide continue to be implemented.

Giving customers a real-time choice could provide a more transparent approach to overdraft fee policies. Instead of discovering an overdraft charge after a transaction has been completed, customers would have an opportunity to understand the cost and decide whether they want to proceed.

That distinction could become increasingly important as consumers pay closer attention to banking fees and how financial institutions handle overdrafts. Some customers may prefer to have a transaction declined rather than incur a fee, while others may consider the fee worthwhile when completing an urgent or necessary purchase. Providing that choice puts more control directly in the customer’s hands.

The initiative also demonstrates how technology can change the way banks manage traditional account services. Real-time communication at the point of transaction could allow financial institutions to provide customers with more information and options while still maintaining overdraft services for those who choose to use them.

At the same time, Bank of America’s continued branch closures illustrate the broader transformation underway in retail banking. As physical networks become smaller and more banking activity moves to electronic channels, features that provide customers with greater control over their accounts could become an increasingly important part of the banking experience. Bank of America’s test could therefore provide insight into how real-time customer choice might shape future overdraft fee policies.
