India Pilots Digital Rupee for Aid Distribution, Cross-Border Payments

India is testing whether a central bank digital currency (CBDC) can do more than modernize payments—it may also change how governments distribute public aid.

While many CBDCs have received renewed attention for their potential to strengthen the global role of a nation’s fiat currency, India’s recent digital rupee endeavors have also focused on social welfare applications. The country is piloting ways to use a CBDC to support those in need.

The Reserve Bank of India (RBI) noted in its annual report that it conducted multiple CBDC pilots during the fiscal year in which beneficiaries received ⁠food benefits via the digital rupee.

This mirrors electronic benefits transfer programs in the U.S., such as SNAP, where users receive benefits through debit cards. However, the RBI noted that the immediacy and programmability of a CBDC could “ensure productive utilization of public funds.”

Targeted Community Impacts

Modernizing aid distribution systems is a pressing need worldwide, as those most in need of assistance are often the last to get it. This has largely been due to manual processes and outdated payment methods still relied upon by many government agencies and nonprofits.

As a result, many organizations have turned to prepaid cards, especially digital gift cards, to modernize disbursement programs. Digital gift cards provide a faster, flexible, and more secure alternative to traditional payouts like paper checks.

Modernizing aid distribution can also generate significant efficiency gains for governments and organizations. Solutions such as digital gift cards provide greater scalability, customization, and monitoring capabilities, enabling more targeted community impact.

A CBDC Alternative

While far less prevalent than prepaid products, a CBDC could theoretically deliver many of these benefits to recipients in need. However, this represents just one potential use case for digital currencies, which could eventually extend across nearly every financial system. Still, many nations have slowed or shelved their digital currency projects following the rapid emergence of private sector stablecoins in recent years.

As the market has become dominated by U.S. dollar-backed stablecoins, several regions—including the European Union—have reprioritized CBDCs as a way to bolster the global role of fiat currencies.

India’s RBI has also sought to advance the digital rupee’s role in cross-border payments, as evidenced by recent agreements with Singapore and United Arab Emirates to pilot international CBDC transactions.

However, the prevalence of alternative payment systems, including India’s widely adopted UPI real-time payments network, could create an uphill battle for CBDC adoption. Even after recent promotional efforts, the RBI noted in its report that retail digital rupee circulation fell from ₹10.16 billion last year to ₹7.71 billion as of March.
